The Canadian government has imposed hiked fees and additional conditions on foreigners seeking study permit and also instructed the provinces and educational institutions to take necessary measures or else many visas may get denied for the approaching fall term. The government also temporarily lifted the 20-hour work cap for international students through April 30th, 2024. Marc Miller, the immigration minister, said that the government must stop people from abusing the system. He also called such educational institutions “puppy mills”.
The minister, Marc Miller, stated that some educational establishments were functioning like puppy mills which are similar to diplomas mills that issue diplomas without any learning experience. He emphasized that government was keen on ensuring safety of the international students lest they were susceptible to abuse.
Minister Marc Miller noted that the federal government will have no option but to step in if provinces fail to act accordingly. He stated, “Enough is enough. Failure by provinces and territorial boards to enforce such rules will attract blunt interventions from our side. We shall use harsh measures to preserve the sanctity of education system and defend international students’ interest.

Financial requirements raised
In addition, the prospective international students seeking study permit in Canada should meet a higher fiscal requirement that is pegged at CAN$20,635 which is double of the previous standard of CAN$10,000. It’s about providing enough money for students to live without problems in addition to pay transport costs and tuition fees.
Therefore, minister Marc Miller made clear that learning institutions should be held accountable for the quantity of international enrolled learners and the management aspect, such as residential or off-campus accommodation arrangements. This decision is intended to allay fears of students not getting proper accommodation and becoming victims of exploitation in jobs.
